One of the main directions of activity implemented by the Centre consists in cooperation with international intergovernmental and nongovernmental institutions, and also with foreign organizations. The Centre takes a very active part in interaction with the United Nations Development Programme (UN Development Programme), with the OSCE Office in Minsk, the Interparliamentary Assembly of the Euroasian Economic Community (IPA EurAsEC), the International organization on migration, the Institute of legislation of the Republic of Kazakhstan, the Swiss society for legislation.
The cooperation of the Centre with the OSCE Office in Minsk and with the UN Development Programme (UNDP) is mainly carried out within the framework of projects of international technical assistance (hereinafter also referred as projects). These aim at improvement of the current legislation of the Republic of Belarus in socially important directions. During performance of these projects there have been developed and discussed primary approaches to crucial of the day, there has been organized the study of experience accumulated by foreign states.
In the years 2004-2005 the Centre acted as the organization responsible for the realization of the UNDP project of international technical assistance entitled “Improvements of the Legislative Process in Belarus through Impact Assessment” (approved by the Regulation of the Council of Ministers of the Republic of Belarus from 25 August 2004 ¹ 1016). The draft has been directed on improving the quality of draft normative legal acts to be prepared in the Republic of Belarus and on rendering assistance to main rule-making institutions of the Republic of Belarus in the implementation of the analysis of the law enforcement practice while preparing the above draft acts.
Nowadays jointly with the UN-Development Programme the Centre is the main performer of the project of international technical assistance entitled “Promoting the Administrative Procedures Reform (APR) in Belarus” (approved by the Regulation of the Council of Ministers of the Republic of Belarus from 30 December 2006 ¹ 1770). The implementation of the project has essentially contributed to the decision of following tasks:
- development of the draft law of the Republic of Belarus “On Essential Principles of Administrative Procedures”;
- information and other assistance to the state bodies of the Republic of Belarus in the improvement of administrative procedures;
- assistance to the citizens in informing about their rights, legitimate interests and the mechanisms of their implementation (realization) at execution of administrative procedures.

During 2005-2007 jointly with the OSCE Office in Minsk the Centre took part in realization of projects of international technical assistance on following subject-matters:
- Elaboration of the model of Population Register of the Republic of Belarus and preparation of the concept of draft law of the Republic of Belarus “On the Population Register of the Republic of Belarus” (approved by the Regulation of the Council of Ministers of the Republic of Belarus from 4 August 2005 ¹ 857);
- Improvement of the legislation of the Republic of Belarus in the field of the taxation organization and of the State support for handicraft activity (approved by the Regulation of the Council of Ministers of the Republic of Belarus from 4 August 2005 ¹ 857);
- Improvement of the criminal and the criminal procedural law of the Republic of Belarus in applying of alternatives to criminal prosecution (approved by the Regulation of the Council of Ministers of the Republic of Belarus from 4 August 2005 ¹ 857);
- Improvement of the rule-making process through the introduction of criminological expert examination (approved by the Regulation of the Council of Ministers of the Republic of Belarus from 4 August 2005 ¹ 857);
- National seminar on fight against money-laundering and financing of terrorism (approved by the Regulation of the Council of Ministers of the Republic of Belarus from 30 December 2006 ¹ 1770).
With much success the Centre does cooperate with the Interparliamentary Assembly of the Euroasian Economic Community (hereinafter referred as the IPA EurAsEC) by carrying out the analysis of the legislation of EurAsEC States-members, the development of projects of normative legal acts and other documents of EurAsEC and through the participation in actions organized by it.
The projects that have been prepared within the framework of cooperation between the Centre and the IPA EurAsEC include:
- draft Basic Foundations of EurAsEC Legislation on Competition and Restriction of monopolistical activity;
- draft Basic Foundations of Land Legislation of the EurAsEC States-membres;
- draft Concept of the General Part of Basic Foundations to the tax law of the EurAsEC States-membres etc.
The interaction of the Centre with the International organization on migration (ÌÎÌ) is realized through participation in the joint project (program) of international technical assistance “Increase of potential of the Republic of Belarus in the field of management of migration processes (MIGRABEL)” (approved by the Regulation of the Council of Ministers of the Republic of Belarus from 29 June 2007 ¹ 851).
The deputy director of the Centre Panfiorova L.A. ranks among the members of Managing Council of the project, the deputy head of Department of international law Startseva E.P. belongs to the working group on its implementation.
The project aims at modernization of the Belarussian system of delivery of machine-readable travel papers (MRTP) with the purpose to bring the procedure as regards documents (passport, visa and identity papers) to conformity with European and international standards.
The Centre has established an efficient partnership with the Institute of legislation of the Republic Kazakhstan. The Cooperation Agreement concluded by the Parties on 25 July 2007 serves as the basis of this relationship.
According to the above Agreement the main guidelines of cooperation of the Parties are as follows:
- carrying out of mutual consultations (on matters relevant to development of concepts for improvement of the legislation, preparation of draft normative legal acts, systematization of the legislation, analysis of the current legislation and practice of application of normative legal acts and forecasting of consequences of their issue;
- interchange of data of analytical and scientific research in the field of legislation and law-making process;
- interchange of printed editions containing results of research implemented by the Parties;
- organization of training for representatives of the Parties on the subjects being of mutual interest;
- participation of representatives of the Parties in seminars, conferences and other actions of scientific character organized and hold by the Parties.
Due to attained arrangements with the editorial staff of the Swiss society for legislation (further referred as the Society) the Centre is owning a complete set of the Swiss Official bulletin of information LeGes, the unique selection in the Republic of Belarus containing all issues of the above bulletin for the period since 1990 till 2008 (1-st trimester). With a view to optimize the analytical work and to inform the experts and scientific researchers the Centre has laid out the contents of their rubrics in Russian translation.
Materials published in the bulletin are characterized by a broad variety of touched legal matters and by fundamental nature of their interpretation from the standpoint of recent approaches in the practice of legal research. These are scientific articles, practical developments, information materials, reviews, materials of discussion character. Besides, each issue of the bulletin contains the events calendar of the Society, and also the information on seminars to be carried out and their results, on training courses and programs of vocational training and perfection of professional skills etc.
Informations on the theory and methodology of lawmaking contained in the bulletin are of great value for experts whose activity is aimed at improvement of legislative process.
